1. Unified Application through "One Form"

To further enhance the convenience for foreigners working in China, optimize government services, and improve administrative efficiency, Shanghai's "One - Stop Online Service" has integrated the new social security registration for foreigners into the existing unified application form for work and residence permits. This creates a tripartite application for new work permits, residence permits, and social security registration.
为进一步提升外国人来华工作便利度，优化政务服务，提升行政效能，依托上海政务服务“一网通办“，在现有外国人工作许可、居留许可“单一窗口”大表申请的基础上，将外国人新办社保登记一并融入外国人工作、居留“单一窗口”大表申请，形成新办来华工作许可、居留许可、社会保险登记三位一体的申请事项。
2. Parallel Approval for Work and Residence Permits (Covering Categories A, B, and C)
2.实现工作许可、工作类居留许可并联审批A、B、C类全覆盖
Building on the existing parallel approval for Category A work permits and residence permits, the policy now covers Categories B and C. The approval time for Category A is reduced by 8 working days, while for Categories B and C, it is reduced by 14 working days. This significantly shortens the processing time and enhances efficiency.
在现有外国人工作许可A类与居留许可并联审批的基础上，实现B类、C类全类别覆盖。并联审批时间，A类压缩8个工作日，B、C类压缩14个工作日，更大程度的缩短办理时间，提升办理效率。

1. Eligibility Criteria
1.办理条件
Employers must meet the following conditions:
用人单位必须满足以下条件：
(1)Legally established with an actual business location, paying taxes and social security contributions lawfully, and having no serious illegal or untrustworthy records; the positions for which foreigners are hired should be those with special needs, temporarily lacking suitable domestic candidates, and in compliance with national regulations; the wages and salaries paid to the hired foreigners should not be lower than the local minimum wage standard.
(1)依法设立，有实际经营场所、依法纳税、缴纳社会保险、无严重违法失信记录；聘用外国人从事的岗位应是有特殊需要，国内暂缺适当人选，且不违反国家有关规定的岗位；支付所聘用外国人的工资、薪金不低于当地最低工资标准；
(2)If the law or regulations stipulate that prior approval by the competent industry authority is required, such approval must be obtained.
(2)法律法规规定的应当由行业主管部门前置审批的，须经过批准。
Foreign personnel to be hired must meet the following conditions:
拟聘（录）用外国人员须满足以下条件：
(1)At least 18 years old, in good health, with no criminal record, having a definite employer within China, and possessing the necessary professional skills or corresponding knowledge level for the job.
(1)应年满18周岁，身体健康，无犯罪记录，境内有确定的用人单位，具有从事其工作所必须的专业技能或相适应的知识水平；
(2)The work they engage in should meet the needs of China's economic and social development and be in professions urgently needed domestically.
(2)所从事的工作符合我国经济社会发展需求，为国内急需紧缺的专业人员；
(3)If there are other provisions by laws and regulations regarding foreigners working in China, those provisions shall apply.
(3)法律法规对外国人来华工作另有规定的，从其规定；
(4)Foreign high - end talents (Category A): These are talents who meet the "high - end, precise, cutting - edge, and urgently needed" and market - oriented demands of China's economic and social development. They include scientists, leading talents in science and technology, international entrepreneurs, specially talented individuals, and those meeting the points - based criteria for high - end foreign talents (applicants scoring 85 points or above on the "Points - based Scoring and Valuation Table"). Foreign high - end talents are not restricted by age, education, or work experience.
(4)外国高端人才（A类）是指符合“高精尖缺”和市场需求导向，中国经济社会发展需要的科学家、科技领军人才、国际企业家、专门特殊人才以及符合计点积分外国高端人才标准的人才（指经过“积分要素计分赋值表”打分，分数在85分及以上的申请人）。外国高端人才可不受年龄、学历和工作经历限制；
Foreign professional talents (Category B): These are talents who meet the guidance catalog for foreigners working in China and the job requirements, and are urgently needed for economic and social development. They should have a bachelor's degree or above and at least two years of relevant work experience. The age is determined according to China's statutory retirement age. For those indeed needed and meeting the "urgently needed" talent position catalog in Shanghai (trial), innovative and entrepreneurial talents, professional - skill - based talents, those meeting the points - based criteria for foreign professional talents (applicants scoring 60 points or above on the "Points - based Scoring and Valuation Table"), and those implementing inter - governmental agreements or protocols, the restrictions on age, education, or work experience can be appropriately relaxed.
外国专业人才（B类）是指符合外国人来华工作指导目录和岗位需求，属于经济社会发展急需的人才，具有学士及以上学位和2年及以上相关工作经历，年龄按照我国法定退休年龄确定；对确有需要，符合上海市外籍“急需紧缺”人才岗位目录（试行）得外籍人才、创新创业人才、专业技能类人才、符合计点积分外国专业人才标准的（指经过“积分要素计分赋值表”打分，分数在60分及以上的申请人）以及执行政府间协议或协定的，可适当放宽年龄、学历或工作经历等限制。
